The most affectionate apartment pet?

You might say that there is no such thing as an apartment pet but even a cat can live comfortably in one.. but I just want a small one kinda like a sugar glider, but I want something less jumpy... Something more like a hedgehog, we were about to buy one but it's very rare to find in breeders and pet shops here in our country but my friend has one. Or maybe like a guinea pig but less expensive cause they need lots of care and space, I need a pet with less space and that doesn't run to fast so I can play with it in my garden, example, hedgehogs you can keep them outside without them running away.... thanks.
