Credit card outstanding balance and pending transactions ?

I have a WellsFargo credit card and I have an outstanding balance of -$130 does that mean I owe it or I have over that amount and also in the bottom it says I have a $60 and $130 pending transactions that I transferred into my credit card to pay off what I've bought and the pending transactions have like a day or two
